At its October meeting, the FCC is likely to approve a Notice of Proposed Rulemaking to classify ISPs as Title II carriers and give themselves broad powers to regulate broadband services. Investors need to be able to discern the difference between the real risks and the headline risks:
-Will the rules lead to price regulation or mandatory network unbundling?
-Will the rules lead to, as the WSJ suggested, putting a "Brake on 5G"?
-Will the anti-prioritization rules affect current network practices?
How will the rules affect revenues, profits and opportunities for ISPs?
-Will the new rules survive a court challenge or a change emanating from the next election?
